The Third Cyber Policy Dialogue between India and the Netherlands took place on November 6, 2024, in The Hague. The meeting was co-chaired by Mr. Amit A. Shukla, Joint Secretary for Cyber Diplomacy at the Ministry of External Affairs of India, and Mr. Ernst Noorman, Ambassador-at-large for Cyber Affairs at the Ministry of Foreign Affairs of the Netherlands.
During the dialogue, both sides discussed a wide range of issues, including the evolving cyber threat landscape, national strategies and policies, threat assessments, digital public infrastructure and data protection, and developments in global cyber and internet governance within the United Nations framework. The meeting also focused on strengthening bilateral cooperation, particularly in areas such as collaboration between law enforcement agencies and Computer Emergency Response Teams (CERTs), sharing experiences and best practices in protecting critical information infrastructure, and joint capacity-building and training initiatives.
The Indian delegation included representatives from the Ministry of External Affairs, Ministry of Home Affairs, Ministry of Electronics and Information Technology, the Indian Computer Emergency Response Team (CERT-In), the National Critical Information Infrastructure Protection Centre (NCIIPC), and the Indian Cybercrime Coordination Centre (I4C). The Dutch delegation consisted of officials from the Ministry of Foreign Affairs, the National Coordinator for Security and Counter-Terrorism, the National Cyber Security Center, Z-CERT, Ministry of Interior and Kingdom Relations, Ministry of Justice and Security, National Police, and the National Prosecution Service.
India extended an invitation to the Netherlands to host the fourth edition of the India-Netherlands Cyber Dialogue in 2025 at New Delhi.
